Abstract: This study examines the influence of Co-worker Support (CWS) and Family-Friendly Policies and Practices (FFPP) on Work Engagement (WE), both directly and indirectly through Work-Life Balance (WLB) and Behavioural Work-Life Conflict (BWLC) as mediating variables, among civil servants (ASN) in Tembilahan District, Indragiri Hilir Regency. A quantitative design was employed with a census of all 110 ASN at the District Office and eight sub-district offices. Data were collected through a seven-point Likert questionnaire and analysed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS 3.2.9. The measurement model met the criteria of convergent validity, discriminant validity, and reliability. The model explained 19.8% of the variance in WLB, 30.0% in BWLC, and 30.8% in WE. CWS (β = 0.242; p = 0.001) and FFPP (β = 0.311; p = 0.000) positively affected WLB. Contrary to the hypothesised negative direction, CWS (β = 0.375; p = 0.000) and FFPP (β = 0.306; p = 0.003) positively affected BWLC, and BWLC positively affected WE (β = 0.408; p = 0.000). WLB, CWS, and FFPP had no significant direct effect on WE. BWLC significantly mediated the effects of CWS (β = 0.153; p = 0.005) and FFPP (β = 0.125; p = 0.026) on WE, whereas WLB did not. These findings indicate that BWLC is a more effective transmission mechanism than WLB in linking workplace resources to work engagement in the Indonesian public sector.

Model menjelaskan 19,8% variasi WLB, 30,0% variasi BWLC, dan 30,8% variasi WE.
